Setting language for Open Data portal

Does anyone know if it's possible to set the language for an Open Data portal? I have an English site built, but also require a second site in French. I don't want to rely on the browser language settings to do this.

In a webapp builder app, you can add "?locale=fr" in the URL and all the widget text as well as the surrounding text will display French. examples:

I was hoping the same would be true for the Open Data app, but I can't get it to work. See attached image showing my french portal, but all the surround text is English (View, Filter By, etc.)

I know someone submitted an idea to add a language option in the portal template (which I voted for!), which is great. but i need to figure out something in the meantime that will translate the surround text, without relying on the browser language settings.

any ideas??

An update on this issue. I contacted ESRI and they said the 'surround' text is controlled by the browser language, however there is currently a bug with Open Data where it doesn't appear to be working as expected. ESRI is logging a bug.
