In exploring these, sorting does not appear to be determined by usage, date modified, or title. I found a <A _jive_internal="true" href="https://community.esri.com/thread/222301-sorting-gallery-hub-siteopen-data">question </A>asking if sorting could be set via these parameters, but there is no indication of how sorting currently is determined.
