hi can you tell me the right street, if i use osm (open street map ) it's not problem if i add point,ect and finally with done one map on scale that i want

2.But resulation of map lose?

can i make new map on pdf with point ddmmss from pdf ?

If you like to zoom in OSM to an certain point (coordinate) you can use:

http://www.openstreetmap.org/?mlat=latitude&mlon=longitude&zoom=12

You can also enter latitude,longitude in the search box.

thanks but another problem is the name of the city can i cut out from osm

I am not sure, but I think I will not be possible, because the annotations (labels/names) are not rendered dynamically. They are parts of the tiles (basemap).

In this case you have to create your own map in ArcGIS and exclude certain labels/names.
