Translate ArcGIS Hub in multiple langagues

It would be great if ArcGIS was available in multiple languages as are other Esri platforms. This would enable the user to start with an Open Data site template in the desired language from the start therefore saving a lot of time instead of having to translate every section. It would also make the ArcGIS platform accessible to a lot more people who may not be very comfortable in English.

Specifically, Add Google Translation - Unfortunately, this is not possible on the Open Data Portal (Hub) site using Google translate. There is a limitation due to using their CMS (this is true of all CMS based sites). One of the limitations is that we can not use javascript (see the bottom of the "Header settings" section of the link below).
