Publish Feature Service Grayed Out

Hello Everyone,

We are on 10.9.1

We have the following set-up :

Portal, ArcGIS Server & Data Store are installed on a single machine with IIS & Web Adaptors installed on another machine.

Following the deployment checklist https://enterprise.arcgis.com/en/geoevent/latest/deploy/deployment-checklist.htm . We installed another instance of ArcGIS Server, GeoEvent Server & a Relational Data Store on third machine and this new instance of ArcGIS Server is NOT FEDERATED with Portal.

We now notice that Publish Feature Service button is grayed out for output connector Add Feature.

We have installed ArcGIS Server as well as Relational Data Store and both of them are getting validated in GeoEvent Manager & ArcGIS Server Manager respectively.

We came across this post : https://community.esri.com/t5/arcgis-geoevent-server-questions/unable-to-publish-a-service-as-an-output-connector/td-p/1156556 however, we don't have portal on this third machine and geoevent server and arcgis server are using the same certificate.

Any insights to why this is grayed out would be helpful. Are we missing something here as we are new to this.
