Here are some documentation links you may find useful in deploying a GeoEvent Server environment:

System requirements—ArcGIS GeoEvent Server (Windows) Installation Guide (10.6) | ArcGIS Enterprise

Installing GeoEvent Server—ArcGIS GeoEvent Server (Windows) Installation Guide (10.6) | ArcGIS Enterprise

These are the bare bones of what is required to successfully implement GeoEvent Server. If you follow all of these specifications, you should have no issue.

However, if you are looking for something a little more customized to your environment, as you noted with regards to Defense, you may need to contact Esri to see if you can inquire about a Professional Services engagement. We understand that deployment scenarios will vary and this will likely be your best option if you need advice specific to your environment.
