Is there a way to read Oracle table with Lat/Long real time data into GeoEvent server and map it on to Portal showing the Real-time location of the features? Or Can anybody guide me how to achieve this?

I tried creating map events from the Oracle and published the events file as dynamic service layer onto portal. But I found that it pulls in records to a certain time peroid UTC time lag issues etc..
