      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;(using build 2550)&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I'm in Mobile Project Center, trying to add map layers. I'm getting error 403 every time. Our map services are secured, but IIS is also configured to reroute all port 80 traffic to 443 (https). Is this the problem perhaps?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
