How to create a raster cache

Hi,
We have a very large county satellite imagery, We are working on a utility project for a city.
I want to know how to create a raster cache for a mobile application on ArcGIS Mobile 9.3 ADF ?
Using Mapservice with only this raster I tried to create a cache, but the GP tool from the toolbox failed and crashed (tried on 2 machines).

What is the size of the raster data? Are you using the Generate Mobile Service Cache tool? If yes, does the GP process result in specific error message? Does the behavior occur only within the custom mobile application or also in ready to deploy applications?

You might be encountering NIM042625; When running the Generate Mobile Service Cache tool, the following error is returned: "ERROR 999998, Failed to Execute". If yes, this issue is resolved with ArcGIS 9.3.1 SP1 and ArcGIS 10 - you can download ArcGIS 9.3.1 SP1 via URL below.

[#NIM038180 Generate Mobile Service Cache tool in ArcToolbox does not work with map layers created from ArcGIS Server Image Services. ]
[#NIM039733 Create Mobile Basemap tool fails with 'Error code: 070008: Internal error Failed to execute' on specific dataset. ]
[#NIM039043 Generate Mobile Service Cache tool fails for services using large feature classes. ]

Has any one else come across these problems. I was reported back with these bug messages after I reported problem and discussed with ESRI support.

1. Continuing the work around. I subset the image to 10GB sizes (using ERDAS Imagine, as ESRI tool box failed miserably to create a subset).
2. I was able to run the mobile map cache tool with the image as a map service. Ran into 999999 error, so installed the SP1 for 9.3.1
2. Now the error I am encountering is :
ERROR 070007: Bad request
Failed to execute (GenerateMobileServiceCache).
Is it due to the map service not available?

I am getting the 070007 error. Need urgent advise.
