There is an ArcGIS KML converter, and some Android phones can install Google Maps, which supports KML files.

Will gvSig work on an Android device? This is a program that runs on Java so perhaps it's worth checking on. ECW support is there. You might want to mosaic your ECW tiles into a single ECW. Compared to other formats, ECW works very well on memory and processor limited devices.

http://www.gvsig.org/web/projects/gvsig-mobile/features
