    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I'm a bit confused about how to set up my operational and base layers.&amp;nbsp; My question is around layers that the user may want to turn on and off, but not edit.&amp;nbsp; I was thinking that these layers should go into a dynamic map service and then put this in the base map layers section, but a couple of issues.&amp;nbsp; When I go to add, it only shows up in the operational layers section.&amp;nbsp; Also, when I went back and read the help, it says that to use dynamic services in the base, there must be constant connection from the field to the server.&amp;nbsp; Since this will not be the case, should I make these layers operational, or should I create an un-fused cache?&amp;nbsp; What are the pros and cons?&amp;nbsp; If operational, and a change is made to the layer, are only the changes transfered to the mobile device, or the whole layer?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
