One of my colleagues is able to edit the layer. I am not. I am the owner of the editable layer. Attached are screenshots showing the settings of the hosted feature layer in the map (it is the only layer in this web map) and the settings of the web map itself. All maps and layers have been saved and reloaded multiple times in an attempt to get it to work. My organization uses field maps and editable layers all the time and I have not had this happen before.
