Offline map area item missing related map

Does anyone no what causes the issue of trying to create an offline area in field maps (enterprise 11.1) and get the error "Map area item 7946459fa5f34d3c84216881bd91fcbb (this is the item id of the offline map area) missing related map". It was happening for a while, we opened a case with ESRI, did a bunch of trouble shooting, repointed to tiled/vector basemaps here and here which seemed to resolve the issue, until i tried again recently and the error has returned. Field maps really is one of the more infuriating software products i have used.

Bumping this post up, I'm also having the same issue. Did you get any further response from Esri ?

In my case switching out the basemap solved the issue. Use base maps from one of the two links below.

Swapping basemap did not solve the issue for me but I did manage to fix it by opening another window using Incognito and logging in again.

I believe the cause was me having logins both to REST and Portal in the same session using different accounts.

When Portal was trying to execute the OfflinePackaging geoprocessing service, my other username appeared as the initiator instead which Portal then complained that the 'Map Area iteam xxxx was missing related map'.

It made sense because managed offline areas can only be created by the owner of the WebMap in Portal and when another user tries to generate one, the job fails.

Opening the same map and trying to generate the offline area worked for me as well.

I bet that, as you said, there is an issue with the account being used to initiate the offlinepackaging geoproicessing service.
