Error Downloading offline maps

I am using ArcGIS Enterprise 11.1 and Field Maps App 23.3.0. It was working fine and users were able to download the offline maps. Suddenly, I am getting the error downloading Offline maps,

When I checked in field maps logs, i see below error.

portal logs,

Cannot create replica for item 'itemid' for peer portal 'id' as maximum number ('6') of replicas have been created and not yet synchronized. To share the data for this feature layer, please un-share and re-share the item with the group.
