Offline area download error

I am using the correct basement for export - seems only the portal admin is able to download the offline areas made online within any mobile device. Every other login fails and I am now also seeing issues with the layer loading with those logins. It seems i've been struggling with this apps for months, any ideas?

Can you give more info?

ArcGIS Online or Portal for ArcGIS? if the latter, what version?
Does this occur with no layers in the map?
What happens when it fails? screenshots, error messages?
Does the ArcGIS Field Maps web application show all the layers are offline-ready?
Have you looked at the logs in the server, field maps..?

- portal 11.0

- yes

- it just errors and then I go into the map and suddenly can't access the layer

- yes all offline as portal administrator login could download and do everything. There's just 1 layer

I found a big bug that was making offline maps fail to download and even failing to package in the Field Maps Designer. DO NOT USE VECTOR SYMBOLOGY !!!

Once I used Basic Symbols it worked again !
