    <description>&lt;P&gt;Hello Ariana,&lt;/P&gt;&lt;P&gt;This could be accomplished using the&amp;nbsp;&lt;A href="https://developers.arcgis.com/python/" target="_self"&gt;ArcGIS API for Python&lt;/A&gt;.&amp;nbsp; Our team has a sample Notebook in our &lt;A href="https://github.com/Esri/tracker-scripts" target="_self"&gt;Scripts repo&lt;/A&gt; called&amp;nbsp;&lt;A href="https://github.com/Esri/tracker-scripts/blob/master/notebooks/examples/Find%20Dwell%20Times%20at%20Polygons.ipynb" target="_self"&gt;Find Dwell Times at Polygons&lt;/A&gt;&amp;nbsp;that could be a starting point, replacing the polygon layer by buffering your hydrants.&amp;nbsp; The dwell start/end time output is written to the console, but could be used to calculate a duration and update an attribute field.&lt;/P&gt;</description>

      <description>&lt;P&gt;Is it possible to populate an attribute field with time data taken from a tracking layer? Specifically, can you populate a hydrant flush time field by measuring the time spent standing next to the hydrant?&amp;nbsp;&lt;/P&gt;</description>
