Explorer - inconsistent Domains between Windows10 and iOS?

I am publishing a MMPK to our Enterprise Portal from ArcGIS Pro 2.2.2. The MMPK completes and publishes online to view as a offline solution in Explorer. Many in the office/field will be using the Windows 10 Explorer application downloaded from the Store and some will use the iOS version in iPhone/iPad. In the image attached I am showing you the same asset with different results from the same MMPK and using Explorer

On the right is my iOS screen and on the left and in the background is Explorer for Windows10. For the same features is get different results in Explorer. On my Windows10 my Asset type is 41 and on iOS its Meter Setting and Regulatory Type is 1 but on iOS it's Distribution, Life Cycle Status is 3 but in iOS its "In Service".

Recap:

Same applications: Explorer from ESRI

Windows 10 - Domains do not show up for all of fields, only a few do.

iOS - Domains are showing up as expected for the most part.

Data is being derived from an Oracle SDE Database.

Any help?
