Visualizing data without copy or change it from a CD

Hi

I have some data I need to use as a base map. I want people to use it, but not to change or copy it. I need the base map in ArcGIS Explorer Desktop.
I learned that a base map needs to have access to the data. I created a layer package with the data and then created the base map.
I have been asked to put all that in a CD so the users only have to open it to see the base map, so it means I need to put the real data also in the CD
The problem I have is that the layer package can be viewed, unpacked in ArcGIS desktop and the data can even be copied. So it is exposed to the users.

I can???t use an ArcGIS service or a wms because the users don???t have access to a network.

Is there a way to protect the data from been copied or extracted?

Julia,

Can you maybe use ArcGIS Explorer Online instead of desktop? With this the user can see all the data but is not able to download it.
