Hello Everyone!

I'm new to ArcExplorer 1500 and really trying to get my feet wet in the world of GIS/IT. I have a question. I am trying to get my ArcExplorer GIS map to look like the map below. I'm using Albemarle County, VA as my example. I would very much like to be able to show the street names ON the actual street instead of having them 'popup'. Also, I would like to be able to have the numerics on the buildings rather than the 'popup' as well. I have the buildings shapefiles and the road shapefiles from Albemarle County. But I can't figure out how to do what I want to do. Is this even possible in ArcExplorer 1500? Or do I need a different mapping software?
