Error 1316 When Installing ArcGIS Explorer

I have repeatedly attempted to install build 1500 and always receive the failure message: "Error 1316. A network error occurred while attempting to read from the file c:/docume~1/john/locals~1/arcgis~1/1500/setup/8c8a18.msi".
I have downloaded the file from ESRI both by using run and save and receive the same results when I attempt to install.
As you can see from the attachment my computer meets the requirements to run this program.
What do I need to do to be able to install this program??
