I suspect a rogue Microsoft update. Anybody else see this behavior?

My Windows 10 machine loads it fine.

I'm living in fear because I have about 30 users on Windows 7 that are going to start calling me soon if their Explorer Desktop quits loading. I want to figure out the problem before I get buried in calls.
