USGS National Map basemap, why it is drawing dark when zoomed in?

Hi,

We have an EB map and noticed the USGS National Map draws with a dark theme in EB when zoomed in, but doesn't do this in the 'NationalMap.gov viewer web app or WAB. We would much prefer the light version and all I can figure out is something in the EB map is changing the USGS symbology?

Below shows the USGS National Map zoomed in the EB map and the second screenshot is the same basemap zoomed in within the WAB map.

We would much prefer the original symbology that is light colored. Is this a purposeful design by EB Developers?
