Unfortunately you can't. The version of Experience Builder that comes with ArcGIS Enterprise is locked to the version at the time of release.

The only way for you to run ExB 1.9 with ArcGIS Enterprise 11 is to host it yourself. Only the Developer Edition of Experience Builder can be upgraded independently from ArcGIS Enterprise because you host and manage it it yourself.
