How to better control where map tools are placed on the map?

The default options for the placement of map tools (Zoom, Home, Layers, etc.) are pretty limited. For large and medium screens, there are only two arrangements. Is there some way of better control where a specific map tool is positioned on the map? I'd like to be able to set a particular map tool in any specific location along the edge of the map.

I've also looked at the Widget Controller, but most of the Map Tools are not available to be added to the Widget Controller for some reason.
