Widget Controller allowing more than one filter at a time

Hello. I have a widget controller containing two filter widgets. I want only one of these filters to work at a time because if they are both applied than "No data" appears, which is true, but I don't want the user to do that.

My understanding is that if I have the behavior "how many widgets can be opened" = Single, than only one filter at a time would work.

It's the filters on the opening page for Current Land-based Zoning Cases or Zoning Ordinance Amendments.

Any suggestions? Is there a setting I'm missing?
