Add a button with conditinal visability - activated by layers

I am producing a map with numerous layers.

Each layer represents the results of a model. A brief description of the model, to help end users understand what they are viewing, is available at different URLs.

I would like a button to appear in the lower left-hand corner of the map when certain layers are turned on. This button would provide a clickable link to the URL describing the model that generated the active layer.

Is this possible?
