Is there a way to use EB to create maps/apps that are not online?

I want to be able to make interactive maps for other departments that do not have access to ArcGIS Pro. And I want to be able to reference some of our data on our local server.

Do you have a local ArcGIS Enterprise deployment?
What kind of data do you want to reference? Services from a local ArcGIS Server?
You would need User Types for your users that allow editing when using Esri Apps.

No, we don't have Enterprise.

But apparently before we switched to ArcGIS Online, Field Maps referred to our data on our local server. This was before my time and nobody remembers how it used to be set up. So I'm guessing that's a 'yes' to wanting a local ArcGIS Server.

Basically I want our Land Admin to be able to work with a map that references some of the layers stored locally, not just the layers we have online. She wouldn't be editing any of the data, just viewing.

You could register your ArcGIS Server services and share them with ArcGIS Online with your Land Admin: How To: Add Secure ArcGIS Server Services as Items in ArcGIS Online
