Map tools not moving when widget pop up opens.

On the mobile version of my page, the Location tool and scale bar at the bottom of the page does not move dynamically when the legend/bookmarks widget it opened. It does so when I am in edit mode on the desktop, but when using the page on a mobile device, it does not.

Editing on desktop.

Viewing on mobile.

Is there a way to make this work? I don't believe I can change where the Location tool/scale bar are displayed.
