Basemap tool wont load in preview

Hello,

I have been trying to troubleshoot my basic basemap tool. The issue I am having is my basemap tool will work fine in live view but when I switch to preview mode, the basemap tool will load and then glitch out/stop loading. I have not been able to figure out if this is a bug or some connection issue. Note that this is just the simple basemap tool in a map viewer and not the basemap gallery widget. Any help would be appreciated.

@GarretWeichel In the map basemap tool, the content is from the org-defined basemaps. The display of them depends on the login status, whether the org allows anonymous access, etc. This could be a place to start checking.

However, I've not yet heard the described behavior before. If the behavior still occurs, Esri Support might be a good place to help you.
