Okay but normally this is done via:

Content > New Item > Feature Layer > Define your own layer

However when I go to New Item that option is unavailable to me. The only way I see how to do this is add feature service via URL. Am I just lacking proper credentials?

I've uploaded a csv file to be used as layer data and it displays under My Content, however when I go to add that data to a layer widget in Experience Builder it's not there, just "We couldn't find what you were looking for. Please try another one."

I've shared the file with my organization and can download it. File is properly formatted/delimited. Why won't it display? I've followed all the tutorials around this, what the heck am I missing?

The CSV exists under your content but it is stinn not a FeatureService. Try publishing it as a Featureservice and try again in ExBuilder.

To further clarify what @Raul is saying, csv is not considered a valid data source for Experience Builder, but it can be converted into a hosted FeatureService which will become a valid data source.

See this page for a list of valid data sources: https://doc.arcgis.com/en/experience-builder/latest/build-apps/select-data.htm

Navigate to the csv you published previously. You should be able to publish it as a FeatureLayer

Yes, you will need Publisher privileges (I think that's the correct privilege layer.) to make a FeatureService/Layer. It is a higher tier than the minimum (Creater) privileges to use Experience Builder.
