Configure an Anchored Window pointed to by multiple Button widgets to only appear once when a Button widget is clicked

I have several Button widgets in an Experience Builder page that all reference the same Anchored Window, a set of standard directions for interacting with a Map widget. When the user clicks on one Button widget, the Anchored Window appears for all the Button widgets that reference it simultaneously.

The workaround is to make identical Anchored Windows, one for each Button in my Experience Builder app, but that is inconvenient to configure and maintain. I would like an Anchored Window pointed to by multiple Button widgets to only appear under a Button widget when it is clicked by the user.

This seems like a longshot to get implemented (though I don't have any connection to Esri--just seems like a super edge case).

You could have your four separate windows (once you're happy with the configuration, duplicate the window) but add the text via Arcade, then use that instead of having (I assume) four instances of the same text.
