Enable Query Widget URL Parameter

I would like to be able to create a custom URL that sends the user to a specific attribute other than OID (example: parcel) and have it zoom and highlight the record using the Query widget. The query widget already has the ability to zoom to and show on the map, but if we could create a custom URL using the query widget that would be great.

Background information: In Web App builder I was able to create a custom URL that I could query specific parcels and it would automatically zoom to & highlight that parcel in the map. It was helpful because we have a link to each parcel on our tax information page and people could click the link to open in a new window and verify that the parcel being taxed was actually their parcel.
