    <description>&lt;P&gt;In Experience Builder, rearranging items on the page requires dragging and dropping within the GUI. For example, if I wanted to move an edit widget from a fixed panel to a column, I have to click the edit widget on the screen and drag it to the column. It doesn't seem like there is any way to use the table of contents of all the items added to the experience in order to move them between containers. Is there a reason for that? It feels like I should be able to relocate items using the table of contents. I'd really like to see that because it's a little to easy to accidentally grab the wrong thing when trying to relocate items.&lt;/P&gt;</description>

      <description>&lt;P&gt;I second this, especially because the page outline order is also the keyboard tab order. It would be a HUGE accessibility improvement to be able to reorder layers in the outline and therefore easily update the tab order as well. I had thought 'send to front' etc in the Arrange option might address this, but it doesn't seem to make any difference.&lt;/P&gt;</description>
