Add a delay for the splash screen Window in Exb

Please add a timed delay for the splash screen Window.

It has been requested to add a delay before being able to close the Window splash screen. For example, the Window appears, there is a 5 second delay then the ability to close the window appears.

Users are used to just clicking, accept and moving on, and don't actually read the import information being presented.
