topic esriFieldTypeDate - Time Assignment in ArcGIS Enterprise Questions

I've published a map service from an .mxd that has a column type date. After the published is finished, the output date type gets converted to esriFieldTypeDate, which is fine. But how does the hh:mm:ss get assigned?

When I query the rest end point and use an epoch time converter the ouput gets rounded up to the next day. So my original date was "02/28/2014" which

results in a converted date to 03/01/2014 00:00:00....!!! This is note the original date?

Can someone please explain this?

Walter
