Unable to create new site in ArcGIS Server Setup Wizard

Hi,

I've installed ArcGIS Server 10.3.1. My computer name is "DELL"

After installation, I was following the steps from this video link below to create a new site.

However, I'm getting error as,

Failed to create the site. The configuration store location contains server configuration files that are being used by another site.

I don't have any underscore, hyphen in computer name. I'm exactly following the steps from the link above. Also, I've tried other steps mentioned in this forum.

Please help me. It's very urgent.

Try creating the ArcGIS Server site again. Once you receive the error, (Do not close the window) delete the config_store from C:\arcgisserver and proceed.

Does it resolve your issue?

I've tried that before. It didn't help. Can you please provide me any other solutions ?

In C:/arcgisserver folder, search for *.rlock files and delete them.and then try creating the site.

I deleted all *.rlock files in C:\arcgisserver and clicked finish in ArcGIS Server Manager, it gave the following screenshot.
