      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Majdoleen,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;There is a setting in ArcMap to define whether or not the labels are allowed to overlap the map border. I think this could be the issue here. The option is accessed from the 'Options' part of the drop-down from your second screenshot and is on the Maplex tab, it's called 'Allow labels to overlap border'&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG class="image-1 jive-image" src="https://community.esri.com/legacyfs/online/415116_pastedImage_1.png" /&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Do you have this option enabled?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;&lt;SPAN style="color: #000000; font-size: 15px;"&gt; The option '&lt;SPAN class=""&gt;Allow labels to overlap borders' will not work when applying offset on the label, &lt;/SPAN&gt;this has been reported as a bug with the following information BUG-000116296, hope it will be enhanced in the future.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN style="font-size: large;"&gt;&lt;SPAN class=""&gt;&amp;nbsp;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN style="font-size: large;"&gt;&lt;SPAN class=""&gt;Best&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN style="font-size: large;"&gt;&lt;SPAN class=""&gt;Majdoleen&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
