The cache size is 258mb using PNG8. I have 7 scales; 50, 288, 500, 1000, 2500, 5000, 10000, 15000. In ArcMap I go to File-Share As, in the map service publishing window I go to Caching and set up the cache and then Publish. As is normal, a message pops up saying if you want to check your Cache Progress right click on the service in ArcCatalog. I do this and it tells me "Tile Generation is not in progress". I was able to generate a cache before and it automatically started caching after the service was published. I am doing nothing different.
