    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;OS is Windows 2008 R2 Standard.&amp;nbsp; There's only one NIC, but this is a test server, so traffic is relatively low.&amp;nbsp; &lt;/P&gt;&lt;P&gt;No patches were applied to 10.2.2, but that version only existed on the test server.&amp;nbsp; We're still using Server 10.2.1 in production.&amp;nbsp; Right now there are 2 map-only services, and 2 feature services.&amp;nbsp; One of the feature services is being tested by some users for our ArcGIS Runtime roll-out scheduled for end of June.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Because we're a utility using ArcFM, ArcGIS Desktop and ArcSDE are currently locked down to 10.2.1 + any patches for that version.&amp;nbsp; However, I need Server 10.2.2 or higher to support the Runtime sync framework, plus new security features.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;If you can't think of anything obvious that I messed up on, I can go ahead and start a Tech Support request, but I'll probably wait on that until after the DevSummit.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thanks!&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <title>Server 10.3 hangs constantly</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I never had any problems with Server 10.2.2.&amp;nbsp; But after installing 10.3 on my test server, performance has gone right down the toilet.&amp;nbsp; My feature services hang up, and if I stop a feature service, it won't restart.&amp;nbsp; Stopping and restarting the actual ArcGIS Server service puts everything into permanent stopping mode.&amp;nbsp; Once things start acting up , the only way I can clear it out again is to reboot the server.&amp;nbsp; Has anyone else seen this problem? &lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
