Registered PostgreSQL database in 11.3, 11.5 & 12.0 stopped working when upgraded to 12.1

Greeting fellow GIS and Esri people 🙂

Is anyone experiencing a functional registered database in ArcGIS Server to suddenly stop working after upgrading to 12.1?

Our registered PostgreSQL database working in 11.3, 11.5 and 12.0 simply decided to stop after we upgraded to 12.1 on both our environments and returns the below errors when attempt to register the database using a working .sde connection file.

"FDO error: -2147215961 Invalid database name [GDB_Release]"
"Connection with initial workspace factory failed. Falling back to trying with the SqlWorkspaceFactory."
"The connection property set was missing a required property or the property value was unrecognized."

Oddly enough, the same .sde connection works perfectly fine in ArcGIS Pro as mentioned above. The version we used throughout are 3.5, 3.6 and 3.7.

Have anyone else experienced this and reported a bug with Esri?
