      <title>Subset Map Services Fail to Start After Migration to a new Azure tenant using WEBGISDR</title>

      <description>&lt;P&gt;I have an &lt;STRONG&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;ArcGIS Enterprise&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/STRONG&gt; deployment consisting of two machines that I recently migrated from one &lt;STRONG&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;Microsoft Azure&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/STRONG&gt; tenant to another (same region). Following the migration, approximately 20% of the map services are failing to start in the new tenant environment.&lt;/P&gt;&lt;H3&gt;Environment Details&lt;/H3&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;Two-machine ArcGIS Enterprise deployment&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;No high availability configured&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Same Azure VM sizes in both tenants&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Migration performed using the &lt;STRONG&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;WebGISDR&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/STRONG&gt; tool&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;WebGISDR restore completed successfully (100% success reported)&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;Same Public URL (Webcontext URL being used)&lt;/LI&gt;&lt;/UL&gt;&lt;H3&gt;Issue Description&lt;/H3&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;A subset of &lt;STRONG&gt;map services with referenced SDE data sources (Azure SQL)&lt;/STRONG&gt; are failing.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Hosted services are functioning normally.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Some map services using the &lt;EM&gt;same&lt;/EM&gt; SDE data source are working correctly, while others are not. This suggests the issue may not be related to database connectivity or firewall configuration.&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;H3&gt;Errors Observed&lt;/H3&gt;&lt;P&gt;When accessing the affected services through REST:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;0x80004005 – No Layer or Table was initialized&lt;/STRONG&gt;&lt;BR /&gt;(in "esriCarto.GraphicFeatureServer")&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;Occasionally:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;Error handling service request: java.util.concurrent.TimeoutException&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;H3&gt;Additional Notes&lt;/H3&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;The affected services are configured to use &lt;STRONG&gt;shared instances&lt;/STRONG&gt;, and I am unable to change them to dedicated instances.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;I am unable to stop or delete the impacted services from either Portal (delete item) or ArcGIS Server Manager.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;I cannot overwrite the failing services.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;However, I am able to successfully publish a new service (with a different name) using the same APRX and data source.&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;Given that:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;WebGISDR restore reported full success,&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;VM sizes and region are unchanged,&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Some services using the same data source work correctly,&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;I would appreciate guidance on what could cause partial service initialization failure after tenant migration, particularly for referenced SDE services running in shared instance mode.&lt;/P&gt;</description>

      <description>&lt;P&gt;As far as I remember, i went into ArcGIS rest admin -&amp;gt; services&amp;nbsp; and then started the services from there. I remember they were in a stopped configured state.&lt;/P&gt;</description>
