WCAG compliant web maps (overlapping labels)

We are currently working on making our Multipurpose Map so that is WCAG compliant.

Are there any examples others can share of maps that have completed this task? Particularly interested in maps with many layers available in a AGOL public-facing map.

We are considering different solutions such as creating one large label service for all layers or at least for the layers that would be seen at first loading (roads, streams, cities, etc) and then the other layers would labeled using a map image layer that would turn on when you turn on the service. However, this means relying on map image layers generated from our Enterprise server and we'd lose the benefit of having AGOL as a backup for when our Enterprise / internal maps are down.

Any examples of already produced WCAG compliant maps that have tackled the overlapping label challenge or any thoughts on how to handle overlapping labels with a multipurpose type map would be greatly appreciated.
