What might be the problem?

Try just typing in the URL to your browser and see if that works. The message indicates there's a problem with your shortcut.
http://<servername>:6080/arcgis/manager

A colleague has provided me a solution for this issue. Right clicking the icon and selecting an appropriate software can do the job:

[ATTACH=CONFIG]20213[/ATTACH]

Or the default web browser can be set:

[ATTACH=CONFIG]20214[/ATTACH], [ATTACH=CONFIG]20215[/ATTACH]
