It sounds like yours is working as expected.&lt;/P&gt;&lt;P&gt;&lt;EM&gt;"right click the Server link on ArcGIS Pro then Publish -&amp;gt; Map Service is ok."&lt;/EM&gt;&lt;/P&gt;&lt;P&gt;You can see the steps in the documentation here:&lt;/P&gt;&lt;P&gt;&lt;EM&gt;"This workflow is only available when publishing to a stand-alone&amp;nbsp;&lt;SPAN class=""&gt;ArcGIS Server&lt;/SPAN&gt;&amp;nbsp;site"&lt;/EM&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;&lt;A href="https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/publish-a-map-service.htm" target="_blank" rel="noopener"&gt;https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/publish-a-map-service.htm&lt;/A&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <title>Cannot share a ArcGIS Pro map layer as Web Layer with a standalone Server 11.5</title>

      <description>&lt;P&gt;Hi all,&lt;/P&gt;&lt;P&gt;The error message "Federated server not available" occurs, and the Analyze and Publish button are grey-out (not clickable) when trying to share a map layer from ArcGIS Pro to the connecting ArcGIS Server. The operation steps: Right click the layer -&amp;gt; Sharing -&amp;gt; Share as Web Layer.&lt;/P&gt;&lt;P&gt;Configuration is as follows:&lt;/P&gt;&lt;P&gt;- ArcGIS Portal 11.5 (to provide license to ArcGIS Pro)&lt;BR /&gt;- ArcGIS Server 11.5 (not federated with any Portal)&lt;BR /&gt;- Link to 11.5 Server is created and registered in ArcGIS Pro.&lt;BR /&gt;&lt;BR /&gt;For your information,&amp;nbsp;Share as Web Layer raises error,&lt;BR /&gt;but right click the Server link on ArcGIS Pro then Publish -&amp;gt; Map Service is ok.&lt;/P&gt;&lt;P&gt;Have anyone seen similar error in 11.5 (or any earlier version)?       <description>&lt;P&gt;As your ArcGIS Server isn't federated with your server you will need to create a connection file to the ArcGIS Server and publish your services using that. Right click on the server connection and publish your map service.&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="Bryan_krg_2-1761643018820.png" style="width: 400px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/142703iE90A6969D36E27C3/image-size/medium?v=v2&amp;amp;px=400" role="button" title="Bryan_krg_2-1761643018820.png" alt="Bryan_krg_2-1761643018820.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;But I would recommend federating your server with your portal. That way sharing your services will work. It's easier than you think to do it.&lt;/P&gt;</description>

You can&amp;nbsp;Federate the ArcGIS Server with Portal,&amp;nbsp;if you want to use Web Layer publishing and manage services through Portal. According to the documentation there are some limitations with this setup since it cannot publish&amp;nbsp;&lt;SPAN&gt;Web layers, and publishing Web layers does require federated Servers.&lt;/SPAN&gt;&lt;/P&gt;</description>
