    <description>&lt;P&gt;We developed an SOI with .NET that used to work with ArcGIS Server 11.3. In 11.4 and 11.5 Map Services return an error (404 Layer Not Found").&amp;nbsp;&lt;/P&gt;&lt;P&gt;Our SOI restricts access to some layers in the service to specific ArcGIS Enterprise groups. We have verified that the user accessing the service has sufficient privileges (permissions).&amp;nbsp;&lt;/P&gt;&lt;P&gt;Esri support sais, it's a bug and provided a bug number. But apparently noone else reported this problem so far.
