In general, any tool or service that supports HTTPS and OAuth2 can connect to an Enterprise deployment and route its own commands to the appropriate portal and server resources. &lt;A href="https://enterprise.arcgis.com/en/portal/11.3/use/add-app-url.htm" target="_self"&gt;This page&lt;/A&gt; is a good starting point.&lt;/P&gt;</description>

Seems like you would combine &lt;A href="https://learn.microsoft.com/en-us/azure/api-management/add-api-manually" target="_self"&gt;these instructions for adding an API&lt;/A&gt; with whatever components of the &lt;A href="https://developers.arcgis.com/rest/" target="_self"&gt;ArcGIS REST API&lt;/A&gt; you need to manage your data. Not an easy task by any means but a very plausible goal.&lt;/P&gt;</description>
