ArcGIS Server cannot start services such as printing tools and orthomapping tools

When trying to start some of the services on the ArcGIS services manager, I get the following error:

Utilties.PrintingTools.GPServer: com.esir.arcgis.discovery.servicelib.AGSException: java.lang.Exception: java.lang.Exception: The server was unable to access the URL 'https://machine.domainame.com:6443/arcgis/services'

I know the TLS connections have already been checked in IE to allow TLS 1.1, 1.2, and 1.3 for the local user and the domain user that the program was set up as. I also gave the same domain user permissions to all the folders in ArcGIS.

Some of the debug logs in the associated ArcGIS server manager says

ARCGIS_PORTAL_TOEKN Authentication, Unable to validate token com.esri.arcgis.discovery.admin.security.AGSSecurityExcpetion: Server machine 'https://machine.domainname.com:7443/arcgis/sharing/rest/community/self' returned an error 'Invalid token'

What am I missing?

Based on the first error message, I would suggest working through the following Technical Article that may help resolve the issue: https://support.esri.com/en/Technical-Article/000021385 .

If this does not help to resolve, could I ask you to check if your server logs also show the following error:

Error: A connection with the server could not be established (WinINet Error while using HTTPS security, 12029), URL = https://<machine>.domain.com:6443/arcgis/services

If so, could you please change the Internet properties for the ArcGIS Server Account by completing the following:

Go to Internet Options > Advanced > Security
Un-check 'Check for publishers certificate revocation'
