Map Loading is slow after Upgrade the GIS Enterperise to 11.3 from 11.2

HI,

We just upgrade the our GIS Enterprise(Portal, GIS Server, Web Adaptor and Data Store) from 11.2 to 11.3

Then our map is loading very slow. WE validated the Data store. We tried to restart the map service in GIS Server but it doesn't help.

Can anyone have some idea to help us to debug it

I checked the GIS server log and got the following error message "Procesing request took longer than the usage timeout for service. Server request time out".

The service log got the "The layer is invalid. The base tabledefinition string "xyzxy" is invalid. Underlying DBMS Error connect timeout"

We have also noticed this. Upon upgrading to 11.3, the maps are noticeably slower in the Map Viewer, popups are randomly disabled on layers, and legends aren't showing for certain layers. When we switch it to Map Viewer Classic, everything works as expected (legends are there, normal load speed, and popups configured).
