We have set up redundant ESRI Arcgid map servers with web adapters behind an F5 load balancer, and everything is working great except for the ArcGIS Manager. The troubleshooting steps we have taken are as follows.

We discovered that this only happens when both machines are active in the load balancer, so I am fairly certain that is where the issue is at this point.

Scenario one, we disabled server 2 in the load balancer and shut down the server. Test, and everything worked fine. Server 2 during the test also had an antivirus on it while we took it off of server 1 during the testing.

Scenario 2 we disabled server 1 in the load balancer and shut it down. We tested and everything worked great. Server 2 did have the antivirus on it, so we took that out of the equation.

Scenario 3 we ran the test with both servers active in the load balancer and turned on, and it took over 5 minutes for the ArcGIS Server Manager to load. Then after you log in, again it was several minutes before it loaded all the way.

We are running ArcGIS Server Enterprise Version 10.9.1 with all of the patches, and an F5 BIG IP 15.1.8.2 Build 0.0.17
