Always a good practice to check the prerequisites before proceeding with the installation.&lt;/P&gt;&lt;P&gt;Sometimes the products might work irrespective of it being certified by Esri, but if something goes wrong, the first guess would be the incompatibility issue regarding the system requirements.&lt;/P&gt;&lt;P&gt;Maybe you could&amp;nbsp;downgrade the OS to Windows Server 2012 or upgrade your ArcGIS Server Install to 10.5.x (or install ArcGIS Server 10.3 in a different machine with a compatible configuration).&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;OK, let's take a step back here. &lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Starting at 10.1, ArcGIS Server is a Java application that has web server components.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;It does not install to IIS, so you wouldn't see an ArcGIS Application there in IIS quite yet.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;There *is* a Web Adaptor component that can install to either IIS or to a J2EE server (sounds like you'll be using IIS).&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;When you install the web adaptor, you'll see that application installed into IIS.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Background: The web adaptor essentially acts as a proxy from your web server front end to the GIS Server back end - essentially, it proxies requests into &lt;A href="https://yourwebserver.com:443"&gt;https://yourwebserver.com:443&lt;/A&gt; to the GIS Server at &lt;A _jive_internal="true" href="https://community.esri.com/yourGISServer.com:6443 (or from https:"&gt;https://yourGISServer.com:6443 (or from https://yourwebserver.com to http://yourGISServer.com:6080). &lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;A _jive_internal="true" href="https://community.esri.com/yourGISServer.com:6443 (or from https:"&gt;At&lt;/A&gt; this point, it's expected to not see an application for ArcGIS in IIS. Instead, you're running the GIS Server on HTTP ports - outside of IIS - , which is expected.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Please copy and paste the following into a browser running locally on the machine that the GIS Server was installed on:&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;A href="http://localhost:6080/arcgis/manager"&gt;http://localhost:6080/arcgis/manager&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;By default, assuming everything installed correctly (which we're not sure about yet), you should see a page that asks you to create a new ArcGIS Server site.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

I've been successful installing 10.3.1 on Win2016 but...&lt;/P&gt;&lt;P&gt;b. Why? Do you have legacy dependencies? At a minimum, I'd go with 10.4.1 (prefer 10.7/10.7.1)&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I ask because 10.3.1 is in Mature support, meaning no new patches are being released.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;A href="https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/10-7#product-support"&gt;https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/10-7#product-support&lt;/A&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi &lt;A href="https://community.esri.com/migrated-users/3931"&gt;Randall Williams&lt;/A&gt;,&lt;/P&gt;&lt;P&gt;Sorry for the delay, but we have legacy software requiring us to be on 10.3 until we can get it upgraded.&lt;/P&gt;&lt;P&gt;As for the end of life support.&amp;nbsp; It always somewhat confuses me because companies tend to either update their support or like Microsoft call it "Extended support".&amp;nbsp; &lt;/P&gt;&lt;P&gt;Thanks for getting back with me!&lt;BR /&gt;Tad&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
